How Does JI Program Development & Capacity Building Work?
Mayeda Consulting helps organizations implement the
California Advancing and Innovating Medi-Cal (CalAIM) Justice-Involved Reentry Initiative through the
Providing Access and Transforming Health (PATH) Justice-Involved Capacity Building ProgramOnce implemented, you'll walk away with a program that's operational, staffed, and ready to serve your community.
1. Confirm Your Award & Scope
Identify what your award covers and the milestones your grant agreement requires.
Review your scope of work so you know exactly what's expected before we begin.
4. Unlock The Help You Need
We design the operational backbone of your Justice-Involved services: workflows, staffing structure, IT recommendations, and the tools your team will actually use.
Every deliverable maps directly to your PATH milestone requirements.
2. Tell Us Where You're At
Tell us where your organization stands today with staffing, workflows, and systems so we can scope the right level of support.
Gather your grant application, milestone schedule, and any existing program materials.
3. Contract Us Through Your Funding
Vendor engagements like ours are an allowable use of these funds. Work with your grant administrator to allocate a portion of your award toward this engagement, and finalize a scope of work and budget with us that fits within your grant.
DHCS created this funding because they know these changes are a lot for agencies to tackle.
HAVE YOU FELT AS IF:
Your team is facing both low staff levels and the stress of hiring and training, leading to a perpetually strained workforce?

Meet your responsive team of versatile professionals passionate about creatively solving the exact issues you're looking to address.
Don't worry about projects dragging out, we'll keep things moving in order to meet deadlines and get things done in an efficient manner.

Is my organization eligible for PATH JI Funding?
PATH Justice-Involved (JI) funding was available to county sheriffs' offices, county probation offices, the California Department of Corrections and Rehabilitation (CDCR), and county behavioral health agencies. Unlike PATH CITED, this program isn't open to CBOs or FQHCs directly. It's built for the correctional and county agencies responsible for pre-release Medi-Cal enrollment and reentry services.
(Round 4, the most recent, closed to new applications on July 11, 2025)
-
We were awarded PATH JI funding. Is there still time to use it?
All four PATH JI application rounds are now closed (Round 4, the most recent, closed to new applications on July 11, 2025). Unlike PATH CITED, DHCS doesn't set one fixed statewide deadline for spending PATH JI funds — instead, each awardee defines its own grant period (start and end dates) in its individual implementation plan and grant agreement. If you're not sure what your remaining window looks like, we can help you pin that down.

What should we use the funding for?
PATH JI funding supports the planning and implementation of pre-release Medi-Cal enrollment and reentry services — including program design, workflow build-out, staffing structure, IT system modifications, and the milestone documentation your grant requires. It's a great way to put award dollars to work while also better equipping your team.

"Knowledgeable about CalAIM and its impact on government and community-based organizations."
She uncovered our strengths and vulnerabilities. We brought her back to work on program development. On the spot, she identified team priorities and adapted the training to address critical needs. I highly recommend her as a consultant to ECM and CS teams in development.

"Could not have done it without them!"
Working with Mayeda Consulting has been meaningful to our company. Katie and her team helped navigate the very new and complex Cal-AIM system while also taking us through a strategic process to figure out how to incorporate the new funding source into our existing structure.
