His work has spanned statewide equity initiatives, juvenile justice, organizational development, program evaluation, and community engagement, including direct experience working with justice-involved youth and collaborating with courts, attorneys, service providers, families, and policymakers.

As Chief Program Officer, Andre leads Mayeda Consulting’s program strategy and impact, bringing deep expertise in data-informed decision-making, equity-centered program design, organizational improvement, and cross-sector collaboration to help clients build stronger, more responsive systems.

Licensed Clinical Social Worker, strategist, and justice systems leader, Katie Mayeda brings more than 20 years of experience at the intersection of behavioral health, social services, and the criminal legal system. Her work spans direct practice, collaborative courts, diversion programs, system reform, and cross-agency initiatives supporting individuals with complex behavioral health and social needs.

Throughout her career, Katie has worked alongside courts, justice partners, behavioral health agencies, and community organizations to strengthen programs for justice-involved populations. Her experience includes supporting collaborative court models, implementing mental health and misdemeanor diversion initiatives, advancing evidence-based practices, and helping organizations translate complex policy and funding requirements into effective programs.

As Founder & CEO of Mayeda Consulting, Katie brings a clinical and systems-level perspective to justice reform, helping courts, government agencies, and community partners design practical, person-centered solutions that improve outcomes while creating more responsive and equitable systems.

Attorney, legal strategist, and social impact leader, advancing initiatives at the intersection of survivor advocacy, criminal justice reform, and systems change. She partners across legal, government, and community systems to develop programs, strengthen collaboration, and create more equitable pathways to justice.

Before joining Mayeda Consulting, Cassandra served in leadership and attorney roles with Monarch Services, For The People, and the Santa Cruz County Public Defender’s Office. Her work has included building a post-conviction relief program from the ground up, leading initiatives focused on system-impacted women, and collaborating with prosecutors, public defenders, CDCR leadership, elected officials, and community organizations to advance justice reform.

Cassandra brings deep expertise in criminal defense, survivor advocacy, post-conviction relief, grant strategy, and partnership development. As Director of Social Impact & Strategic Initiatives, she applies that experience to build mission-driven partnerships and initiatives that strengthen communities and create lasting systemic impact.

Licensed Clinical Social Worker, behavioral health leader, and systems strategist, Melissa Virostko brings more than a decade of experience spanning behavioral health, Medi-Cal, child welfare, and community-based services. She combines clinical expertise with systems-level insight to help organizations strengthen programs, improve service delivery, and create practical solutions for complex community needs.

Prior to  joining Mayeda Consulting, Melissa served as Behavioral Health Director at Santa Cruz Community Health, Behavioral Health Program Manager at Central California Alliance for Health, and Senior Social Worker with Santa Cruz County. Her experience includes leading integrated behavioral health teams, overseeing clinical programs, advancing quality improvement and regulatory compliance, and supporting families involved in the child welfare and Dependency Court systems.

At Mayeda Consulting, Melissa leads complex projects from assessment through implementation, developing evidence-informed strategies, workflows, protocols, and tools that translate big-picture goals into sustainable practice. Her continued clinical work keeps her grounded in the experiences of clients, families, and providers and brings a trauma-informed, person-centered perspective to systems change.

Operations, finance, and internal systems lead, overseeing teams to deliver high-quality work at scale. She partners across the firm to strengthen execution, drive growth, and ensure a consistent client experience.

Before joining Mayeda Consulting, Audrey served as Director of the Office of Admissions at the State Bar of California, overseeing a $20M+ budget and leading a 65-person team across two offices. She also supported agency-wide communication and stakeholder engagement through Board presentations and large-scale town halls.

Audrey brings deep expertise in financial planning, budget management, operational systems, and organizational improvement. She’s committed to building sustainable, mission-aligned operations that enable organizations serving children, families, and communities to thrive.

Carrie Roden is a Specialist Consultant at Mayeda Consulting, where she supports counties and community-based organizations across California in designing and strengthening Enhanced Care Management and Community Supports programs under CalAIM. Her work includes program development, Managed Care Plan applications, and grant writing for both new and established initiatives.

Carrie specializes in creating practical, peer-centered tools that help organizations honor lived experience while meeting CalAIM expectations. Her approach pairs the strengths peers already bring- trust, engagement, and credibility with clear role design, supportive supervision, and accessible documentation practices that protect peer identity and promote collaboration across teams.

With a background in education and nonprofit work, Carrie brings a grounded, teaching-oriented lens to workforce development. She partners with organizations across California to strengthen peer roles, support authentic engagement, and build sustainable programs that center clarity, respect, and real-world implementation.
